DRAFT National Action Plan on Empty Homes (1st Draft)

Here is the first draft of our proposed National Action Plan for Empty Homes.  It's time for NAEPP to move the agenda on empty homes forward in a step change that requires government at all levels to take the issue more seriously, building structures and allocating resources in a way that is commensurate with the task we all face.

This has arisen out of the Executive meeting in Derby on February 23rd 2009.

National Action Plan

I suggest that the Action Plan should include simplifying the EDMO process.  In particular, Interim EDMOs should be abolished so that there is only one type of EDMO.  I also recommend that the requirement to obtain RPT approval for an EDMO be removed.  Instead, when an EDMO is made, any interested party should have a right of appeal to the RPT within 21 days from the order being served.
