These documents are discussion drafts of a monitoring framework to replace Best Value Performance Indicator 64.  The first draft (May 2009) has now been updated (July/August 2009).  The previous versions are available in the Library.  There is no longer a separate summary document - the structure of the main Guidelines has been revised.  The substance is pretty much the same except that interventions that consist of rent / deposit guarantees or rent-in-advance are segregated out into a separate category (agreed at the Exec meeting in June).

Here is the latest (updated end of October)  version of our proposals for a National Empty Homes Initiative, now including an introductory word from the Empty Homes Agency.   This will be circulated to the press and relevant agencies.

Notes: 

This is an analysis of HSSA data which shows long-term private sector empties as a percentage of all private sector empties for each local authority and region, showing also quartiles and deciles for the purposes of comparison.  It is part of the NAEPP Strategy Toolkit we are currently developing.

Notes: 

This important document is the first part of the NAEPP Empty Homes Strategy Toolkit.  It is in the form of an Excel workbook containing a number of related worksheets. The two key components are:

  • an analysis of national council tax data since 2004 when the new discount arrangements were introduced
  • recommended categories for analysing council tax data to provide a strategic overview of empty homes in an area

The analysis of council tax data nationally - showing for example the % of overall dwelling numbers in each category - allows local figures to be compared with national figures.

The key table will be that for overall dwelling stock and empties.  But there is also an analysis of exempt properties.  HSSA categories are taken into account with the analysis of exempt properties and the HSSA definitions are provided.

Please do not distribute this further. It is for paying members of NAEPP only.

This is the current full version of the monitoring spreadsheet which includes a datasheet for monitoring individual interventions and the summary sheet can be populated automatically from those records.  This is for full paying members of NAEPP only. You'll need to be logged in to access it.
