These are the detailed descriptors for the Strategic Approach to Housing KLOE

Under the new arrangements, the descriptors and evidence are only given in detail for Fair and Good levels of attainment.  The Audit Commission does not want to constrain innovation by dictating what should be considered as "Excellent"

The references to empty homes occur under KLOE 1.3 on page 8 and, more significantly, under KLOE 3.2 on page 17.

KLOE 3.2 is "There is an effective approach to improving the quality and use of existing housing and promoting sustainable neighbourhoods".

The descriptor for a Good rating is as follows:

"The council is making best use of existing housing through well-integrated investment programmes, effectively tartgeting of high-quality advice, grants and loans, use of enforcement powers, and good use of its own and external funding to address affordable warmth issues and meet Home Energy Conservation Act targets.  As a result, it is successful in reducing the levels of empty homes, tackling fuel poverty and improving private sector housing conditions. ..."

This important document is the first part of the NAEPP Empty Homes Strategy Toolkit.  It is in the form of an Excel workbook containing a number of related worksheets. The two key components are:

• an analysis of national council tax data since 2004 when the new discount arrangements were introduced
• recommended categories for analysing council tax data to provide a strategic overview of empty homes in an area

The analysis of council tax data nationally - showing for example the % of overall dwelling numbers in each category - allows local figures to be compared with national figures.

The key table will be that for overall dwelling stock and empties.  But there is also an analysis of exempt properties.  HSSA categories are taken into account with the analysis of exempt properties and the HSSA definitions are provided.

This document was produced to give users of the Vacant Dwellings dataset a thorough understanding of the rigorous data cleaning that was established by the year 2005. Users of the Neighbourhood Statistics (NeSS) website will be linked to this document from the metadata file stored on the NeSS website. It is the sole source of information as to the validation procedures undertaken by Communities and Local Government to maintain the validity of the data and ensure the dataset is suitable for publication by Office of National Statistics (ONS).
